There are two options in life

If there is a stubborn child. You can give them two options and the child will think that they are making their own decisions. This can be effective in working with children.
Adults are little children that have big bodies. They want to rebel against authorities. They don't want to take orders and become self-centered.
The book of Hebrews address the Jews. The Jews that were lead by Moses could have entered the Holy Land but they didn't rest in the Lord. Many Jews followed their own desires.
This didn't change when Jesus appeared on this earth. He is the fulfillment of the Old Testament law.
Many Jewish people refuse to follow Jesus as the Messiah after the resurrection of Jesus.
There are many Jews that live today that don't enter the rest of the Messiah. When a person refuses the Lord then that person goes against the Lord.
It is not just a Jewish problem. It is a non-Jews problem because many people will refuse to follow the Lord.
They want to make their own rules but they are always at war with each other and God.
Like the little child, we have two choices. We can follow the Lord or not. God is the great Parent and we are little children. We can call God our Father or we can call Satan our father.

Hebrews 4:11

Let us, therefore, make every effort to enter that rest, so that no one will perish by following their example of disobedience.
